General port safety drill, prevention of sea pollution spread, fire extinguishing, evacuation and rescue

10/07/14 - The fourth general drill of measures and procedures from Port Safety Plan was held on 10 July 2014 in Brodosplit Shipyard, and it included the whole array of accidents – explosions, fires, evacuation of employees from newly built ship and prevention of sea pollution.

Brodosplit – safe port
The objective of the drill was practical check of the safety of the Split Shipyard port, state of qualification of Brodosplit employees for ecological interventions (prevention of sea pollution spread according to ISO 14001), coordination of actions during occurrences with harmful consequences on people and property (according to QHSAS 18000), means and equipment for remediation of pollution, as well as collaboration with other specialized companies and organized forces. Headquarters, consisting of representatives of all services, in charge of dealing with the accidents concluded that the drill was carried out successfully, or that the Brodosplit Shipyard is the safe port.

- In long history of Split Shipyard we have never had a single emergency situation for sake of which the entire protection and rescue system would be alarmed. This drill focused on communication between State Administration for Sea Search and Rescue and Centre 112 (State Administration for Protection and Rescue). We have to be prepared at all times, whether it is a diversion threat or any other accident – as said by Slavko Đapić, Head of Regional Office for Protection and Rescue, who was satisfied with the drill he had seen and in which professional firefighters from Brodosplit, Public Firefighting Brigade of the City of Split, employees of Split-Dalmatia Police Administration, crew of marine police vessel of Croatian Ministry of Interior, official vessel and representatives of Port Authorities, “Cian” eco-ship and Volonteering Firefighting Society from Kaštel Gomilic and representatives of National Maritime Rescue Coordination Centre (MRCC Rijeka) participated.

10/05/12 - Exercise of rehabilitation an uncontrolled leakage of acidic solution in Brodosplit - Shipyard, on May 10, 2012 was held and included a simulation of a number of accidents - leakage of dangerous substances, water pollution, the spread of pollution, air pollution acid solvent and threats to the lives of workers. According to the scenario, unforeseen events have started hitching a ruptured tank during its transport by forklift.

At the site came members of Fire brigade ''Brodosplit'' which provided the area around the site of the incident, and begin preparations to limit the danger zone to prevent the spread of acid solution into the surrounding space. The firefighters are equipped with protective suits and insulating devices and equipment for respiratory protection, while the group leader after the reconnaissance and testing give to request for additional forces. Firefighters equipped with chemical suits repair the damaged tank and perform pumping acid residues in the auxiliary reservoir. Contaminated area is treated with lime to neutralize the acid.

Also, the help is requested of emergency medical services that provides first aid and transport of potentially serious injuries to hospital.

08/06/11 - Exercise of rehabilitation an uncontrolled leakage of acidic solution in Brodosplit - Shipyard, on June 8, 2011 was held and included a simulation of a number of accidents - leakage of dangerous substances, water pollution, the spread of pollution, air pollution acid solvent and threats to the lives of workers. According to the scenario, unforeseen events have started hitching a ruptured tank during its transport by forklift.

General exercise of harbour safety, prevention spreading of sea pollution, fire estinguishing, evacuation and rescue workers from Newbuilding 464


At the Brodosplit shipyard, the international port of special purpose, on June 14, 2010 general practice was held and included a series of accidents - explosions, fires, evacuation of workers from the ship and preventation spreading of sea pollution. According to the scenario, unforeseen events have started to repeat after the preparatory actions of connecting to auto-cistern and placing floating dams.

During the connection of the fuel tanks on the ship for loading multiple explosions are simulated. Their consequences: damage to auto-cistern, flow of large quantities of fuel into the sea, leaking and shooting of floating dam, fire in the engine room, injury of the workers on the main deck along with the inability of use communication towers for their evacuation and rescue.

At the site came members of Fire brigade ''Brodosplit'' which provided the area around Newbuliding and auto-cistern and begun preparations for the evacuation of injured workers and fire fighting in the engine room. Commander requested the intervention of the Fire Brigade's operational center Brodosplit to notify the State Administration for search and rescue at the sea and Center 112 (State Administration for protection and rescue) and to request assistance from the Fire Department of Split for fire fighting in the engine rooms and evacuating the workers from newbuilding by auto ladder.

Also, the help is requested of company CIAN and Volunteer fire brigade from Kaštel Gomilica to prevent the spread of sea pollution and remediation by their eco-boats, and of the Police Board of Split-Dalmatia and emergency medical services because of the potential new diversions. At the action, along with personnel and equipment of these services, were included the naval vessel of naval police station of Ministry of the Interior and the official boat of Split Port Authority.

Purpose of the exercise was a practical check of port security, competence of employees in Brodosplit for environmental interventions (prevention of sea pollution spreading), coordination of action at the occurrence with harmful consequences for people and property, verification of assets and equipment for pollution remediation, as well as cooperation with other specialized firms and organized forces. Headquarters, in wich were representatives of all departments responsible for dealing accidents, concluded that the exercise was conducted successfully, and that Brodosplit - Shipyard is a safe harbour.  (View photo gallery)

Silver medal for the best enterprise in firefighting in 2009


At the occasion of Firefighting day, on May 4, 2010 in the hall of the Croatian home in Vukovar, a solemn session of the Assembly of the Croatian firefighting community was held. At the session, in addition to the council members were also senior government officials and fire organizations, led by Vice Prime Minister Mrs. Đurđa Adlešić and president of the Croatian Fire Community, Mr. Ante Sanader, who gave well-deserved recognitions.

Silver medal was awarded, among others to Professional Fire Brigade in Business Brodosplit for the best enterprise in firefighting in 2009 year during the rescue of passengers in the tilting train at July 24, 2009 in Rudina.

On that day at 12:06 ICN tilting train 521 fall out from the track, Fire brigade Brodosplit receives a request for assistance from the Fire Department's operational center Split, and the intervention suggests specialized vehicle equipped with the necessary equipment for these types of interventions, and four rescue teams to the accident.

Upon arriving at the scene, members of fire brigade Brodosplit together with other rescue teams, did the demanding extraction and disposal of seriously injured passengers from the train wreck. Thanks to their efforts and sacrifice have been further saved human lives, and none of the injured passengers were rescued from the train, not died. On that day in an accident killed six people and 55 injured.

Professional Fire Brigade in Business Brodosplit showed that although they act within a certain area as a unit in the economy, can their expertise, equipment and experience unselfishly applied in the interest of the wider community, when it comes to catastrophic events. With their expertise and sacrifice earned a silver medal for the best enterprise in firefighting in 2009.

Within the program, at the central cemetery of the defenders of Vukovar laid wreaths and organized a tour of Memorial Ovčara, where representatives of the shipyard, on behalf of all members of fire brigade Brodosplit lit candle.

Firefighters Brodosplit, Pliva and Stupnik participated in the exercise '' STUPNIK 2009 ''


For the fire department is aware that weather conditions are not a reason to keep what they planned. Thus, in the Stupnik on 2nd October 2009 demonstrative exercise was held under the title " Stupnik 2009 ", in which their skills and knowledge demonstrated by members of fire brigades in the economy, Brodosplit from Split, Pliva in Zagreb, and the host, Volunteer Fire Stupnik.

Rain is falling all day, but didn't obstruct firefighters in the performance segments of the exercises. Right at the beginning of many participants and guests who came to see the exercise, addressed the President DVD Stupnik Ivica Klemenčić, county commander Josip Novosel and president of professional firefighters in the economy of the Republic of Croatia Branko Čerkez. Exercise '' Stupnik 2009 " was designed and divided into three segments that are supposed to perform fire Brodosplit, Pliva and Stupnik.

In the first segment, participants are members of the Fire Department Brodosplit who performed the exercise in lowering an injured person with a system of diameters and escort the injured and drop vertically with the escort. In another segment, members of the DVD Stupnik, with the help of hydraulic tools, saving the injured out and perform renovation of chemical incidents.

In the third segment of the members of the Zagreb Pliva performed exercise rehabilitation incident prepumping of chemical substances and submit to care. In this demonstration should also participate in economic and members of fire brigades HAC, but are justifiable reasons canceled performance.

At the end of the analysis was performed exercises carried out by the participants themselves who expressed satisfaction with the presented. After all, in a short get-together was a little relaxed from an exercise and annoying rain.

Drill – outflow of fuel and lubricants from cistern in area of Brodosplit


PARTICIPANTS OF DRILL: Professional fire brigade Brodosplit – IV shift

On 3rd June 2009, based on the alarm annunciation in the operational centre on the phone number 2300 regarding the outflow of oil from the cistern (AC) Fire brigade Brodosplit sent technical vehicle with Fire brigade team leader, driver and two firemen on the scene of the event. After finished examination of the field firemen are preparing their protective equipment, while the leader is sending the request for additional people according to his estimation of current conditions.

Managing forces

Vehicle 02: two firemen equipped with chemical suits and breathing protective equipment are prepared for repair of damaged cistern. The team leader and driver, equipped adequately, are also preparing the necessary.

Vehicle 01: two firemen equipped with protective suits and breathing protective equipment are positioning the pipe lines and prepare for the foam fire-fighting.

Members of the Fire brigade Brodosplit which have came first on the place of the accident with vehicle 02 are preparing and repairing the opening of the cistern. After that, they are preparing the pipe line for the pumping of the remain dangerous liquid in another reservoir. They are preparing the pump, aggregate and are signing the zone of action. Second team, who have arrived on the scene with vehicle 01, are securing the necessary equipment and means to prevent the new fire on AC and part of the area where the liquid was spilt. After the prevention of further contamination of area and after the remaining dangerous liquid was removed from the scene, contaminated area is being handled. Gear and equipment matching the conditions of incident are being used. After finished rescue action the team leader is giving the sign for picking up of the equipment.

The first aid vehicle with team of doctors is securing the first aid giving and transport of eventually severe injured to Clinical centre Split. Team of doctors of Health Station Brodosplit, which is on duty, is providing the expert staff, necessary medications for first aid and their transport.

This drill emphasized the coordination of fire fighting teams during accidents in the shipyard area and possible consequences of such events. Operative firemen are also introduced in such way with equipment used in such situations, said Davor Škare, Commander of Brigade.

New instructors to work with SFA - Simulator fire attack


PVPG Brodosplit, JVP Dubrovnik firefighters, JVP and VP Križevci and City Ivanic-Grad, its employees from the 14.-18.04.2009 was sent to the Instructor course to work with SFA in Ivanic Grad. All eleven students is the first part of the instructor of the course ended with success.

Ahead of them 20 subsequent entries in the simulator to get a license for independent work in the SFA.

Schedule of the course was divided in a way that the students listened to the first day of a theoretical part, and the other four were done in the "bin". The practical part was a short lecture with a different theme, such as:

Reading fire
• Prehospital care of burns
• Equipment for protection of respiratory organs

After the second day of the course instructor was an interesting experience acquired during various fire department fire. In most cases, are likely to set their tactical performance of a totally different.

During the course of the visit were colleagues from the firm Belmet 97 Ltd. and offered a solution for heavy duty temperature inside the simulator. They have also shown the possibility of measuring CO, O2, CO2 ,.... and speed of movement of smoke with the help of the analyzer and a series other possibilities. The data resulting from such measurements are of great benefit. It can be traced the influence of temperature on the fire department when these types of interventions, in combination with measurement of blood pressure and blood samples before and after entering the simulator through a certain period can get real picture of the impact of heat and fire gases into firefights.

By the reactions of our ''new'' instructor Jurica Bulog and Ivan Radić, can say that was undertaken has a good rate and that the danger of flame strikes familiar another eleven people, who will continue to expand their knowledge for a long long time.

Professional gathering '' Fire protection and fire brigades in economy – Fire brigades in shipbuilding ''


One-day professional gathering on theme of Fire protection and fire brigades in economy – fire brigades in shipbuilding, was organized by Occupational safety and fire protection department in Brodosplit shipyard on 24th of April 2008. Many representatives of professional brigades in economy – shipbuilding and other branches of industry were present. Among hosts and people representing professional fire brigade in economy, representatives of following subjects were present:

- Branch office for safety and rescue Split
- County fire associations
- Public fire brigade Split
- Croatian Mountain Rescue Service Split
- Croatian fire fighting associations
- Associations of professional firemen and employees of fire protection
- IM METAL from Ozalj
- Volunteer Fire brigade Mladost from Kaštel Sućurac.

The gathering was opened and hosted by Davor Škare, Manager of Fire protection department and Captain of professional fire brigade Brodosplit. He introduced the work and organization of professional fire brigade Brodosplit and presented the coordination system of acting in extraordinary situations in area of Brodosplit, together with the procedure of involving other rescue services.

Jurica Bulog, Captain’s deputy in Brodosplit, presented the Training Programme for rescue of workers from inaccessible areas of ship in build.

Ivica Sikra, representative of Croatian Fire fighting Association, introduced the informational system in fire fighting in Croatia („Fire fighting network”), which is being intensively constructed. Slavko Đapić, Chief of Safety and Rescue department of branch office in Split, presented the safety and rescue system of Croatia with special review of organization and work of branch office in Split.

After that methodical exercise '' Fire fighting, evacuation and rescue ” was demonstrated and it showed the degree of training and efficiency of individuals and whole teams during fire fighting, ways of evacuation and rescuing in conditions of inaccessible areas of ship. Also demonstrated were climbing gear, rescue stretchers and ways of rescue being performed by Croatian Mountain Rescue Service Split.

At the end one could visit the brigade and fire fighting equipment, vehicles and equipment necessary for shipyard Brodosplit and Volunteer Fire brigade from Kaštela, whose producer was IM METAL from Ozalj.

Delivery day of new fire vehicle


The measures of occupational safety and fire protection, and increase safety on the slipways, in front of the shipyard Brodosplit fire hall, on June 20, 2007 was delivered a new fire vehicle, which is specific to the needs of shipyard developed the company Im-Metal Ltd. from Ozalj.

The company Im-Metal d.o.o. was established in 1993 as a manufacturing company, whose plants, today, extend to 20,000 square meters, of which closed by 4000, equipped with modern machinery, welding, plasma cutting devices, and laser. Employs 50 workers, and from April 2004 is certified ISO 9001:2000 for development, production and sale of fire-fighting vehicles.

The reconstruction program rolling fire of Croatian parks since 2003 year, with the Government of the Republic of Croatia signed a contract for delivery of 210 firefighting vehicles.

Keys from the hand of Krešimir Košeca, director of the company Im-Metal, Inc., took Davor Škare, Commander of Professional Fire Brigade Brodosplit. - Renault vehicles made according to the requirements of our firefighters and equipped with systems and extinguishing agents adapted to specific working conditions in the shipbuilding industry, said Davor Škare.

Fighting vehicle has a tag EURO IV which meet all requirements of environmental protection in terms of emissions for motor vehicles, power is 158KW/215KS, has a reservoir capacity of 2200 liters of water, foaming fuel tank capacity of 250 liters, two winches, length 100 m, which allows quick access and fire in the most inhospitable parts of the ship under construction, is equipped with a CAFS (Compressed Air Foam System) system that increases the efficiency of multiple fire extinguishing.

Cabin fire vehicle is equipped with seats with integrated appliances for the protection of respiratory organs and allows loading 6 firefighters.

This reinforcements significantly increases the speed of intervention of firefighters, and thus reduces the possibility of material damage and danger to the health and lives of workers caused by the creation of fire, and fire trucks rejuvenated band, since the youngest was over 20 years old.

Drill ''Checking the security protection of ships and ports open to international traffic'' in Brodosplit Shipyard Ltd.


At the Brodosplit shipyard on December 18, 2007 successfully conducted a general practice '' Checking the security protection of ships and ports open to international traffic ''. In accordance with the security plan (under the Law on the Protection and Security of merchant ships and ports open to international traffic NN, no. 48/04. and no. 51/04. And the Decision of MUP RH related to the implementation of this Act).

Security plan is a plan of measures governing the protection of ports, ships, persons, cargo, cargo transport units within the port area of the events that endanger the safety or security threats.

Participants in the exercise:
- Operational services Brodosplit Shipyard Ltd. (Professional Fire Brigade in business, Emergency assistance, Security company Bonacic Ltd.), MUP RH, PUSD, OKC PUSD, the Department for anti-explosive protection and the Department of Border Police for air and sea, DUZS, PUZS Split, 112 County Center, Port Authority Split and the alert JVP Split and UHMP a SD County.

Presumed sequence of events of this exercise was to detect security threats and establishing an explosive device placed on equipment shore in the vicinity of Newbuilding 450. Person in charge of port security protection in Brodosplit Shipyard Ltd., was notified in time, and they run all the mechanisms to protect people, ships and ports by activating the ship security plan and the port.

Police officers of the Department for anti-explosive protection defused an explosive device, making the exercise was completed.

The aim of the exercise was ensuring effective implementation of security plan of ports and ships, an adjustment to the activities of all entities responsible for enforcement of security protection and checking the general level of preparedness of all subjects with respect to the application of measures and procedures for accuracy and adequacy of devices and equipment designed for security protection.
